Always had them and never really been able to get rid of them. What's the solution?

I know just enough of the topic to know that sometimes the cause is dietary. The one issue is if it's been happening long enough then it may be harder to narrow down the offending food(s) and or for the symptoms to correct itself. I recall reading that lentil consumption caused it for some.
To the original poster, if you don't get any clear cut working answers here then i would also research other bioenergetic resources or forums for more ideas.

I think allergies or gut irritation can also cause it (I guess those come under 'stress')

In one of the raypeat.com articles Ray also implicated estrogen for the purplish color under the eyes

If you've always had them; and not seen much change even when starting Peating, sleeping better, generally becoming healthier, etc etc then the unfortunate cause is likely a simple lack of development/projection of the maxilla which supports the skin underneath. Basically your facial bones did not develop enough due to environmental factors (parents diet, your diet growing up, environmental toxins, etc).
Focus on the fat soluble vitamins particularly K2, and "mewing", and likely over the course of multiple years you will see improvement.
