@hwisdom to form new tissue you need a lot more than collagen. Blood supply, fibroblasts etc.

Jews used to tie a weight to their foreskin to regrow it during Roman times so they could use the bathhouses without being harassed.
Sounded painful. Plus I believe old school circumcision wasn't as brutal as the modern mushroom version.
Other guys tried a modified jelqing technique but I never saw any before after pics.

If you figure it out let me know. I'd imagine a combination of tugging it with a weight while injecting GHK-CU and BPC-157 might do something.

I just saw this thread. While I've got no idea about Cu-GHK, regrowing foreskin only requires tensioning of the remaining skin with manual methods or simple devices; neither of which is painful.
Many have regained 70-90% of function and sensitivity. Check this out
