new zealand weird sun UV effects

I heard from someone the sun in NZ is alot different than other parts of the world, that even dark-skinned people can get terrible burns after only 15-20 min at high noon. I’ve seen this posted often online.
does anyone know if this goes for all of southern hemisphere? what about south africa? argentina?
