Impetigo

I have impetigo over multiple body areas. It became infected 3 years ago (mostly behind ears, lips navel and in nose).
Doctor said it was Impetigo infection, likely caused by me working with children. I'm currently taking:
Hand sanitizer 1x daily
Fucidin 1x daily
I took a shower yesterday to soften and remove the yellow crusts before applying any ointments. It hurt quite a bit to remove the crusty scabs and it bled some. Every night the crust returns.
Main question: should I remove the crusts every time I apply the ointments or not?
I’ve read a dozen different websites, most say either:
Yes, remove them because the bacteria lives under the crusts; or
No, leave them because it will delay healing
What should i take instead of what i'm taking, been taking it for 3 years, and it's clearly not working. Please help i can't live with this anymore.
