@Peatriot The water is to remove the bitters in the orange that otherwise ruin the taste of orange marmalade, not for consistency. Oranges become bitter when heated. You should probably remove the water in the last stretch, though this should happen automatically as the orange-sugar mixture reaches temperatures greater than >100°C.
