Do we first need to reach a high enough energy state?

How can we listen to our dreams carefully if our mind is so fogged? Its hard to read them in a state like this

Heights like this ought to be somewhat fleeting, so no. In my opinion. At least metabolically. Your higher energy states prior are assisting you in very subtle ways that are hard to notice. A person is almost constantly moving through and consolidating their own memory, in tandem with present experience or thought. Whether they're trying to daydream or not. So to get out and about is simply to it without much thought. It's probably best your don't ever think of yourself as having had a "period of isolation". Why bother. Except maybe to explain the past in honesty to another.

I'm on the way down right now, following breakfast and coffee. If I leave the domicile to meet pals and do something novel. Which may very well look boring and insignificant to an observer. I could easily skip lunch and keep up. For the other kind of energy that can be found in people, when you pay attention to them, avoid distraction or expectation, and accept the state they're in to travel from it. And if not pals, I could just go and sit on a bench in a denser area and watch the world. Better to interact but there's still something in it.

At some point someone, maybe even me might want a "drink". I think the principal reason for that beside disinhibition is that ethanol itself is a carb-like energy source (with deleterious by-products). And whatever it's consumed in probably has some additional carbs in it. Along with diuretic potential, which can leave someone with mild volume contraction and hypernatremia, or a tighter structural arrangement. So it has it's own energy curve (to me, my language).

Knowing this, it's preferable to me to eat, even if they don't want to. Or to drink some sugary/salty orange juice or milk I may or may not be carrying in a small insulated bottle.

If you have ongoing brain fog q4h I'd consider it separate to the title of this. Although you might find some relief from such things simply by attempt to live with it.

socializing without having a business purpose aka work or whatever you are striving for is mostly pointless because it encourages forlorn longing which is almost mostly pointless sometimes unless the forlorn longing is part of an artistic process and even then not knowing enough to get out of it to purposeful work state is suicidal . so if youre asking when to be social after being isolated the simplest way is to start work .

This is a natural consequence of joy and just something adults learn to manage. I want to say it's a cinch but there was a time when it wasn't. So good luck with it. Avoidance is a way, not the way.

Still this though. Solid advisory 💪
