What makes a person witty and another person not?

I have been trying to figure this out for a long time: what makes some people so quick with their senses and words? I've noticed that some individuals report using nootropics like phenibut to enhance word recall, making them more fluent when they speak. It also appears to make them seem more intelligent. My question is: what does phenibut, and other similar substances, do to the consumer that enhances their intelligence and fluency with language?

Nobody knows for sure. Maybe a handful of Russians do.
Anyone versed in using it will probably have read a thing or two on the downside and want to say it's muh indirect dopamine from GABAB and TAAR. I'd add that's concentration dependant.
But I think there's something more fundamental than that. Maybe it's that it alters vascular tone and cardiac output. Or tempers alteration from psychoemotional stimuli. So to render wit is to remain relaxed.
